GROL Plus purports to provide the information needed to study for and pass the examinations for the Marine Radio Operator Permit (MROP), the General Radiotelephone Operator License (GROL), and the Radar Endorsement for the GROL.  Based on my personal experience, it does an outstanding job of meeting this goal!

The authors start with an overview of the history of radio regulation in the United States, from the very beginnings of electronic communications through the Federal Communications Commission (FCC) and the International Telecommunication Union (ITU).   They also explain the various commercial radio operator licenses available in the U.S.  It should be noted that there have been a few changes in the forms required to be submitted for the various licenses since the book was published and the Universal Licensing System (ULS) has been more fully implemented.  Also, the fees charged for the exams vary with each Commercial Operator License Manager (COLEM).  I recommend you consult with the organization you plan to take the test from to determine the exact exam fees and the required paperwork.

The FCC has published all of the questions in the question pool for each element, along with both the answers and the false answers for each question.   The actual tests consist of a fraction of these questions.  The FCC publishes the question pools and there are other books that simply re-print the questions while indicating the correct answer. 

What is special about GROL Plus is that it not only includes all of the questions and answers, it also explains why the correct answer is the right one and provides easy ways to remember which answer is correct.  The majority of the book contains the over 1,400 questions, answers, and explanations.

The authors are both very active in radiotelecommunications, but as professionals and as amateur radio operators.  Fred Maia founded organizations that were selected by the FCC to be COLEMs for FCC commercial and amateur licenses.   Gordon West teaches courses preparing people for both commercial and amateur licenses for over 30 years.

I most strongly recommend this book for anyone who wishes to earn the MROP or GROL.  In preparing for the GROL examination, I purchased several books,   GROL Plus is the one that did the job and was the only one I needed.
